    "content": "Mr. Temporary Deputy Speaker, Sir, through the Kenya Technical Training Institute here in Nairobi, we have been upgrading the skills of the instructors in the polytechnics who have not had the minimum grades so as for them to be employed by the Public Service Commission. We are engaged in an effort to upgrade the capacities of instructors in existing polytechnics so that they may have the ability to pass interviews and be employed permanently by the Government through Public Service Commission."
