    "content": "Hon. Speaker, then we will have a very sober debate. We must debate this issue. We find ourselves in a quandary created by the Constitution which my friend, Hon. Nyokabi says we cannot touch. When we campaigned for the passage of this Constitution, both the former President and the former Prime Minister told this country that 20 per cent was bad and that it has challenges. This is the National Assembly of this country and we must say some things as they are even though some of us may not want to hear them.
