    "content": "At this point, I wish to point out that there is a defect in the constitutional amendment proposed by Hon. Chepkong’a and we need direction on how to deal with it. This is because progressive implementation of legislation is totally different from progressive implementation of the principle. What we need is implementation of the principle, but it cannot be in the manner in which it is in this Bill because it does not propose anything. It is just taking us back to square one. With those few remarks, I once again oppose and oppose this Bill."
