    "content": "It is important that the Senate reads the Constitution. They cannot originate Bills which do not touch on counties. This is a legislation that concerns the national Government. So, in itself, it is unconstitutional for them to bring an amendment. So, this is an unconstitutional amendment that has been brought into this House, which should not even be subject of mediation."
