"content": "Very well. Let everybody be heard. I can see the Member for Makueni is smiling at me. It is good to do that. Let us also address the issue on Chapter 7 of the Constitution on representation of people. That serious Article 81 starts by saying: “The electoral system shall comply with these principles.” Even as we discuss what we are discussing, it is fair for us to remember what our electoral system is. The electoral system we have is one of first-past-the- post. We should be going further to address this because it may well be that the electoral system we have is the one that disenfranchises women.
