If you are making references generally as you discuss the Bill, like you are doing, that will be in order. However, narrating and giving the specific amendments would be anticipating the processes in the Committee of the Whole. So, you have to find a better way of presenting it. Otherwise, if you present it in the manner you are preceding, then you are anticipating a debate in the Committee of the Whole. In the manner in which you proceeded initially, that made much sense in terms of making contribution."
