    "content": "Mr. Speaker, Sir, it is true that many suppliers to country governments all over the country have problems. I am concerned that the Senate should be used as a court of appeal on matters that have been passed by county assemblies. There is a lacuna in the law on that particular issue, whether an issue that has been dealt with by the county assembly can be appealed at the Senate level. All said and done, every member of the public as per the Constitution has that latitude to petition the Senate on any matter. We can hang on that and arbitrate."
