    "content": "Mr. Speaker, Sir, I congratulate the petitioners for doing what they have done. What they are doing is what this Senate should have done earlier. We should have found it fit to take the matter even further and discipline the executive of that county. That is our mandate. For the petitioners to come here, they are telling us that we are sleeping on our work. This is caused by the inefficiencies that we have due to various reasons. For example, they say they are grounded and cannot move or that they have no offices, no facilitation funds or even computers. This is not the only county with this problem. The problems are in many other counties. A committee which is responsible for handling this petition should come up with something detrimental which will make the executives in all counties in the country to adhere to.
