    "content": "Mr. Speaker, Sir, thank you for allowing me the opportunity to contribute to this Bill. I support this Bill. I have been concerned that the only transition we provided for under the County Governments Act was the transition from the former municipal councils and urban councils to the new county governments but there is no similar provision of transition between the current governors and incoming governors. There is a wrong assumption that the current governors are the ones who will serve in the office as if they have been elected for a term of 10 years. Therefore, I laud the proposal by Sen. Wamatangi on a process where the current governors, if not elected; will provide a ceremony to hand over office to the incoming governors. Mr. Speaker, Sir, under Clause 5, the Committee of Legal Affairs and Human Rights has proposed that there should be an additional person in the interim committee.
