One of the cardinal principles of constitutionalism that we have is the control and prevention of arbitrary use of power and excesses. That is why we have checks and balances. Under our Constitution, there is a provision to suspend county governments. The drafters of the Constitution were conscious of the fact that the President can be vindictive and suspend a county government either because he dislikes a governor, because he is not from his party or does not support his policies.
