    "content": "National Security and Foreign Relations regarding the detention by Tanzanian authorities of a Mr. Philip Mbithi Mutiso, a Kenyan citizen of alleged operation of electronic communication without a licence. In the statement:- (a) The Chairperson should explain whether the Government is aware that Mr. Philip Mbithi Mutiso who hails from Machakos County was arrested by Tanzanian authorities at Namanga border on 28th July 2015 and taken to Arusha where he was briefly held and later transferred to Keko Remand Prison in Dar-es-Salaam for allegedly operating electronic communication without a licence. (b) Indicate whether there has been any communication between the Kenyan and Tanzanian authorities over this matter. (c) State when Mr. Mbithi’s case will be heard and when he will be released from custody. (d) Explain what the Government is doing to address complaints from Kenyans over alleged arrests without basis and detention without trial by the Tanzanian authorities."
