    "content": "Mr. Speaker, Sir, the overall objective of the communication system project is to modernize the communication infrastructure system and capability for the police to proactively manage the security in the country. It also aimed at professionalizing police response to easiness by moving towards directed and mission- focus deployment of resources. The system will deliver the following outcomes:- (1) New technology and process infrastructure to provide real-time information and intelligence to facilitate field commanders making evidence based on decision in operationally critical situations. (2) Ability to have access to and share information within the NPS to ensure similar service delivery to the public and more timely and effective response. (3) Provision of the information on intelligence to ensure that informed decisions are made with regard to priority and allocation of the most appropriate resources in response to calls for assistance. Mr. Speaker, Sir, the project was procured through a direct procurement process that was approved by the Ministerial Tender Committee on 25th March, 2015. The approval for use of the method was based on Section 74(3) of the Public Procurement and Disposal Act, 2005, Tender Number COM/MPS/001/213-214 was awarded by the Special Security Tender Committee to Safaricom Limited at a meeting held on 8th May, 2014, and the contract was signed on 25th November, 2014. The Ministry engaged technical officers with skills from various Government agencies such as the Information and Communication Technology Authority, National Intelligence Service (NIS), Housing and Public Works and the NPS in the process preparation of the tender documents, evaluation of tender and negotiations.
