"content": "This Constitution has contemplated that it should take 20 years to bring Kitui County, Taita-Taveta County and Marsabit County to the level of Nairobi and Kiambu counties. That is what the Equalisation Fund is supposed to do. Even then, it is an atrocity to have 20 years. We should give them enough funds so that within less than 10 years, this country can be equalized. Equity and social justice are the things that are in the Equalisation Fund. Mr. Deputy Speaker, Sir, I, therefore, oppose vehemently."
