    "content": "force the court to interpret the law in a certain way or to decide a case in some way, the same way the judiciary cannot interfere on the work of Parliament. Finally, the Bill will give Members of County Assembly (MCAs) the same immunity when they are oversighting and legislating. For example, you cannot say that you voted “Yes” for this Act of the County Assembly or the Act of Parliament, we hold you responsible.” You are immune and Parliamentarians around the world from any level of government, like judges, enjoy functional immunity. This is consistent with comparative constitutional law, international law and best practice. Further, for the first time in the history of our country, this will clarify the relationship between the three arms of government. It will also instill institutional discipline and respect among the three arms, so that you do not have one arm of government thinking it is superior to the other and is supervising the other. Madam Temporary Speaker, I do not want to exceed that, I want to stop there. I hope Senators will support this Amendment Bill. In my view, this is a good amendment. As I have said, time has come for us to start reflecting. Perhaps after the general elections, we could address how to audit the Constitution and bring comprehensive constitutional amendments that take care of loopholes and gaps that we have identified in the last six or so years.
