Whereas I appreciate the frustrations that are being expressed by the Members, particularly regarding petitions, would I be in order to ask that we relook at the whole matter of petitions as a House with the objective of raising the threshold for what constitutes a petition? Whereas it is a constitutional right of individuals to petition the House, in other jurisdictions, if you look at, for example, the United States of America, there is a minimum number of people who must sign a document called a petition in order for it to take it effect. The Committee on Finance, Commerce and Budget has got petitions galore.
