"content": " Members, let me dispose the issue of how to handle petitions. The suggestions by Sen. Kagwe and Sen. (Prof.) Lonyangapuo are matters that can be considered, because we have already instituted the Rules and Procedures Committee to relook into the Standing Orders. That is one avenue. I do not think that all is lost because it is upon the Committee to determine on how to dispose the matter. If you find that a petition has no merit, why should you keep it or look for witnesses? Make your consideration and bring the report. The Committee can also look at what the other committees are doing through the Liaison Committee, so that you may know what is in the Auditor-General’s report and compare it with what you have. There are many ways to deal with that particular matter. There is no reason a petition should delay at all. Regarding the matter of Kisumu that was raised by Sen. (Prof.) Anyang'-Nyong'o, the Vice Chairperson raised it with me and we will handle it administratively. The Standing Orders are clear that petitions should go to the relevant Standing Committee. I gave the Committee on Devolved Government an opportunity because some of the issues are within its mandate. The fact that the Committee on Devolved Government did not participate does not make your report invalid. I do not understand why it took three years.
