Jubilee is a Government of ‘tenderpreneurs.’ Therefore, could he also give us a comparative study to demonstrate that if we step down these two dams and instead spend Kshs44.5 billion on harnessing and harvesting rain water, it will not be feasible and in fact less expensive?"
