    "content": "Mr. Speaker, Sir, my senior, Sen. (Dr.) Khalwale, has been very specific on the documents that will guide this House in executing this matter. I just want to request for provision of one more document; hat is the contract signed with the implementers of the project. Mr. Speaker, Sir, the Chairman has talked of the commencement date of the project but there could be a difference between the commencement date and the date which the contract was signed. It must come out clearly that on the date on which the contract was signed. Public participation should have happened, environmental impact assessment done and NEMA licenses proffered. Mr. Speaker, Sir, a more specific question is that the project will increase the flow of water into Nairobi by the number of volumes that the Chairman has stated. Could the Chairman tell this House the plan of the project? Is it to drain water out of Nairobi?"
