    "content": "Thank you, Mr. Speaker, Sir. On the question of cost, Sen. (Dr.) Khalwale wanted to be given a comparative study on how the combined cost of Kshs44.5 billion was arrived at. My concern here is when we are doing a project, we do not start by answering questions that are anticipated. Any engineer would sign a project depending on the parameters of that particular project and after the design, the project is tendered. After the tender, we expect there to have been competitive tendering process done and thereafter the implementation. Since we know that implementation started in 2012, the documentation that would be tabled including the EIA, the report from the County Government of Murang’a and the public participation would bring out most of the answers to the questions which are being sought.
