    "content": " Hon. Senators, indeed, what Sen. Khalwale is saying is true. However, you will note that we have proposed Committee amendments by Sen. Madzayo. This Bill is coming for the first time on the Order Paper for Committee of the Whole with those amendments. I appreciate the concerns made by the Mover of the Bill. I direct that this appears in the Order Paper next week. If the Chairperson will not be present in the House to move those amendments, then we will have no option other than to drop amendments and we proceed with the Bill as it were. I, therefore, direct that. We will defer Order Nos.11 and 12."
