    "content": "How many boreholes do both the county governments and the national Government intend to dig in order to mitigate drought? That is the issue. Where do both the national Government and the county government intend to get hay from, so as to save some of the cows in areas where there is drought? The idea of the Government buying the affected cows to save the situation is not working. The clarification that I seek is basic and simple. The problem is straightforward and the solution is clear. Could the Chairperson specifically explain to us what drought mitigating measures the Government is taking?"
