    "content": "Mr. Temporary Chairman, Sir, I beg to move: THAT Clause 9 of the Bill be amended- (a) in paragraph (a) by deleting the word “physical” appearing immediately after the words “national policy” and substituting therefor the words “land use”; (b) in paragraph (b) by deleting the word “physical” appearing immediately after the words “specific aspects of” and substituting therefor the words “land use”; This is in order to make the work of the National Land Commission as proposed clearer. But in (a) and (b), it is in terms of consistency to remove the words “physical” and replace it with “land use” so that they are in conformity with the Constitution of Kenya."
