    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT Clause 13 of the Bill be amended by deleting paragraph (b) and substituting therefor the following new paragraph- (b) approving county physical development plans on recommendation of the county assembly; The justification for this amendment is to clarify the role of the county assembly in approval of plans as envisaged under Article 185 (3) of the Constitution and section 110(3) of the County Governments Act, 2012. The county assemblies have a role to play prior to approval of any plan."
