    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT Clause 29 of the Bill be amended by deleting sub-clause(1) and substituting therefor the following new sub-clause– (1) The National Director of Physical Planning shall, with the approval of the Cabinet Secretary and in consultation with the county governments prepare regional plans and part development plans for national projects and programmes. This amendment has been moved to clarify the distinct role of the National Director of Physical Planning, the Cabinet Secretary and the counties in so far as approval of regional physical development plans is concerned. Approval in this case is to be done by the Cabinet Secretary and not the National Director of Physical Planning. Counties have also an independent role to comply before the submission of plans to the national level."
