    "content": "Hon. Members, this is Message No.16 of 2016 on the passage of the County Governments (Amendment) Bill (Senate Bill No.4 of 2016). Pursuant to the provisions of Standing Order No.41 (4), I wish to report to the House that I have received a Message from the Senate regarding the passage of the County Governments (Amendment) Bill (Senate Bill No. 4 of 2016). The Bill seeks to amend the County Governments (Amendment) Act, 2012 by relocating the headquarters of Kirinyaga and Taita Taveta counties. The Senate passed the said Bill with amendments on Tuesday, 1st November 2016 and is now seeking the concurrence of the National Assembly on the said Bill. I hereby refer the Bill and the accompanying documents to the Departmental Committee on Administration and National Security for consideration. I also direct that the Bill be scheduled for First Reading in the course of this week. The Clerk is accordingly instructed."
