    "content": "I will, therefore, urge Hon. Members to support the County Assembly Services Bill (Senate Bill, No. 217 of 2014) because it has gone through all the requisite stages. The House should fast track its approval so that this Bill can be assented to in the shortest time possible and devolution can roll out so that the people of Kenya can benefit. Hon. Speaker, I will call upon my Vice-Chairman, Hon. Washiali to second this amendment Bill. I beg to move. Thank you."
