    "content": "his mattress. We have not heard of any charges preferred against these officers. We have not heard of any action taken against them. There have been various reports of theft, looting and even robbery of public resources in Bungoma County, but no action has been taken. I do not know whether the people who have been given the responsibility to act on such matters have neglected their duties or something is wrong with our system. Either there is a cover up or a deliberate effort to protect thieves in our counties. This is not going to help our people to achieve what we wanted. Therefore, I support this bill and urge my colleagues to support it. We need to pass it and have it implemented to clear the way for proper management of resources at the counties. With those few remarks, I thank you for giving me the chance."
