    "content": "At that time, it was agreed that although we had a very good Constitution, there were some areas that needed to be improved. This Constitution of Kenya (Amendment) (No.3) Bill is one such important one. I want to thank the Departmental Committee on Justice and Legal Affairs for the good work they have done to ensure that this piece of legislation comes before the House. As we make our comments on this Bill, I want to urge that there are other constitutional Bills, including the ones that have timelines, which are necessary, yet are pending up to now. They should be looked into to ensure full implementation of the Constitution. It is necessary for us to put together our efforts as a House especially the Committees concerned. Some of the Committees that have not made their reports on Bills which are pending need to move with speed, so that we play our role in this Parliament and ensure the full implementation of the Constitution."
