    "content": "Mr. Deputy Speaker, Sir, I wish to respond that the issue of concessioning of RVR was done with due diligence. It is due to unforeseen circumstances, managerial, financial and operational challenges which were not seen in the appraisal. That is why we have found ourselves in that situation. However, since then, after the amendments that were signed by the Governments of Uganda and Tanzania, the mistakes were realized. It is our hope that services will be improved."
