    "content": "Mr. Temporary Chairman, Sir, I wish to second the amendment. The Bill envisages every county to have an economic and social rights strategic plan that is part of Section 10 of the County Governments Act, which provides for the County Integrated Development Plans (CIDPs). This places an obligation that within six months, they will all have to develop County Strategic Plans and Economic and Social Rights (CSPESR) and integrate them within their CIDPs. I beg to second."
