    "content": "Mr. Temporary Deputy Speaker, Sir, I said that the Governments of Uganda and Kenya have signed an amendment to the concession. One of the major highlights of the amendment was that prior to those amendments, the Governments were prevented from carrying out development projects on the conceded railway corridors. That condition has since been amended to allow for the construction and operation of standard gauge railway lines and any other development that the Government may deem necessary for the purpose of alleviating the transport problem in this country. This is a matter that we are addressing. We had that prohibition clause before but now it has been removed. The Government of Kenya is addressing that issue. We are working on the modernization and expansion of the railway transport system."
