Kajwang requested later is whether the amount paid for the 4G licence has been deposited in the Consolidated Fund and how the Government intends to take over control and management of this project upon completion. The overall objective of the Communication System Project is to modernize the communication infrastructure systems and capability for the police to pro-actively manage the security in the country. However, the money that was supposed to have been paid to the Consolidated Fund cannot only be answered by the Treasury because the Office of the President does not control the receipt of money."
