    "content": "Mr. Temporary Chairperson, Sir, this function is currently being handled by the National Cereals and Produce Board (NCPB) which is now the intention of the House to have this Bill so that it becomes a national issue which the Government should be able to handle. This is because all researches are being handled by the Kenya Agricultural and Livestock Research Organization (KARLO) instead of the NCPB.That is why that amendment is necessary."
