    "content": "Committee are so fundamental to this Bill that we cannot just do it for expediency. I have said before that physical planning is a devolved function and the Bill itself is national Government heavy. Therefore, the Majority Leader should be invited to that Committee because the matters we have raised are of concern. My amendments were not considered by the Committee. Therefore, we are in this situation because we are not consulting enough. I promise that we are going to have a resolution soon."
