However, the Ministry operates when giving instructions to the District Liquor Boards. It is always through a memo or a letter to confirm the directives to the effect that the hours would remain the same until the gazettement is done. Could the Assistant Minister table the letter he wrote instructing his officers to show that they have to comply until the gazettement? Otherwise, a mere verbal directive might be meant for the public gallery."
