    "content": "Thank you very much, Hon. Speaker, for giving me this opportunity to speak to this very important Bill. At the outset, this is a Bill that is long overdue since the time Kenya gained Independence from the British or the UK in 1963. We have had situations in our courts where matters have arisen that amount to situations that are contemplated in this Bill to be contemptuous of either the presiding officers of those courts or the proceedings of those courts. We have not had a codified approach to dealing with these matters.
