    "content": "This Bill is important because from the way it is framed, it makes it very clear what contempt of court is. It is going to increase access to courts by those seeking justice without fear. One of the issues is that for criminal contempt, there must be a publication. It is from the publication, in whatever form, that a judge or a magistrate can decide whether criminal contempt exists or not. My concern here is that this publication does not bring into place the fear that may run counter to the freedom of press and freedom of expression. I hope the clause which talks about publication will not be used to gag the media and limit the freedom of expression."
