    "content": "Hon. Speaker, what makes me think that it is a Special Motion is that it is a Motion questioning the accounts of Parliament, that is a constitutional body. It is also a Motion by a Member of the Commission. It is not an ordinary Motion of this Parliament. It may not have been defined in the Standing Orders. I want to withdraw and say that it is not defined, but I know the good judge and arbiter you are, you know that this fits within the meaning of the word “special” because it is questioning us."
