    "content": "Thank you, Hon. Speaker. At the outset, I want to say that I am also a Member of the Committee that vetted Lt. Col. (Rtd) Julius Ayub Githiri for this particular assignment. The problem we are having in this country is putting too many expectations on an institution that does not have the capacity to deal with issues of alcohol and drug abuse. We need to expand that scope of operation and take it down to the lowest level, the grassroots level of our country, the level of chiefs and all the Government functionaries. This will ensure that the issue of alcohol and drug abuse is dealt with at the lowest level of Government."
