    "content": "adhere to the requirements of Section 13 of the statutory Act, 2013, which states that statutory instruments should be in accordance with the Constitution, the Act pursuant to which they are made, and any other written law if they are to be acceded to. This is very clear. I respect the rule of law. When we go to our constituencies, we do not use the Constituencies Development Fund (CDF), but mileage given to us by the National Assembly, to monitor and evaluate projects. Who pays us? Why should the Senate be paid? That is a fundamental question. I am happy that Hon. (Ms.) Wanga is here because the Affirmative Fund complied with this law. It came from the National Treasury.
