    "content": "The third and last one is that the Regulation provides for the disbursement of money allocated to the Fund through the county office. The Committee observed that this will be a duplication of a structure put in place by the Parliamentary Service Commission. So, what if there is duplication? What is the problem with that? The Committee is not fair to us. The Committee has not given us a detailed report to explain exactly why they are rejecting this Regulation. I also want to concur and agree with Hon. Nyikal, that in my view, we are becoming petty as a House. I am saying this because we are the ones who insisted that the Senate must come up with these regulations under PSC and not under the Public Finance Management (PFM) Act.
