    "content": " Thank you for giving me this opportunity to contribute to the debate on this Motion. I rise to give the Official Government position on this issue. In doing so, let me, at the very outset, begin by congratulating my good friend, the Chairman of this Committee, for the very able and eloquent manner in which he moved the Motion. I also want to take this opportunity to congratulate the Committee that worked on this report for the detailed manner in which it did it and for the expeditious manner in which they produced this report. As the Chairman stated while moving the Motion, the KBC, indeed, is a State corporation which was established by an Act of this Parliament, namely, Cap.221 of the Laws of Kenya. As a corporation, KBC has been given a key mandate to promote the universal access to information for all and contribute to the economic, educational, cultural and social wellbeing of all Kenyans."
