    "content": "In Clause 15 we have created the National Legibility Committee. It is composed of the Director of Public Prosecutions, a representative of the Ministry of Interior and Coordination of National Government, Inspector-General of Police and the Director of Immigrations. This is what I spoke to earlier on. We are trying to create a refugee regime that is responsive and responds to Kenya’s national security interests. That is the reason we have included a member from the Ministry of Interior and Coordination of National Government and the Inspector- General of Police to be sure that the persons we are going to admit to be refugees in this country are people who do not have insecurity concerns. If we do not take care of that consideration, then we should not be endangering the lives of Kenyans at the expense of admitting refugees. That is why the inclusion of the National Eligibility Committee under Clause 15 is interesting."
