    "content": "There are other durable solutions we had proposed but Departmental Committee on Administration and National Security agreed with us to drop some of them. We had been ambitious to propose access to land, citizenship and education for refugees. The Departmental Committee on Administration and National Security agreed with us that some of those provisions were fairly ambitious. We agreed to retain only Clause 34 which talks about access to work permits and employment to refugees who are professionals. There are refugees who are doctors, lawyers and scientists who because they do not have access to employment and work permits, spend all their lives in refugee camps without being productive. We thought the refugees with professional training seeking asylum ought to be given a chance to further their professional training."
