    "content": "Hon. Temporary Deputy Chairman, a number of issues contained under Clause 194 are matters that should be addressed under subsidiary legislation. I remember that this is an amendment we discussed at length with Hon. Nassir, colleagues from the Ministry of Energy and Petroleum and Kenya Power. The reason that could not prevail then has to prevail this afternoon because the President has made his reservations and it is in law. He is applying Article 115(1)(b) of the Constitution.
