    "content": "Thank you, Hon. Temporary Deputy Speaker. I support this Bill. A month ago, this House passed a Motion I had moved. We declared cattle rustling a national disaster. I further urged the Government to set up a special fund to compensate victims of cattle rustling. This menace is a big challenge to the communities where cattle rustling is rampant. In 1977, I narrowly survived a bullet from raiders who had come to our compound. They took away all our livestock and we were left poor.
