    "content": "Mr. Speaker, Sir, the recruitment of staff; although it appears to have been excused, it is a pretext that it is under the Public Service Commission Act. The truth of the matter is that the Health Bill that was amended in this Senate gives the powers of how the Ministry of Health in collaboration with counties would recruit staff. Mr. Speaker, Sir, is the Chairman aware of the status of the Health Bill that would give the position that he stated here? The Public Service Commission Act does not give such mandate under the new Constitution."
