"content": "why we are having many strikes at that level concerning promotions, educational, enhancement and other remunerations. We are in the process of trying to see how we can help on this. It is true some staff are in limbo because some them have found themselves unemployed because counties are rejecting them on the basis that they were forced onto them by the national Government during the TA period. That is the law, only we talk about employment and who has to handle what. What is provided for in the Constitution in the Fourth Schedule must be followed to the letter. I must repeat by saying the national Government should not only stop, but they should desist from employing unless they fully comply with Article 187 of the Constitution that allows for negotiations."
