    "content": "Mr. Deputy Speaker, Sir, before any co-operative society borrows money from any source, the Ministry of Co-operative Development and Marketing, through the District Co-operative Officer (DCO) must endorse that move. There is no way the co-operative societies could have gone to borrow elsewhere without the consent of the Ministry. As such, there is no way money would have been advanced to the farmers’ societies without the knowledge of the Ministry. So, there is no way the Assistant Minister can claim that, that money was borrowed without full knowledge of the Ministry, and as such, we are treating the old debt as a debt owed to the societies with full knowledge of the Ministry. So, the Assistant Minister should only confirm to us exactly what she intends to do, now that all the debts are known to the Ministry because they were sanctioned through the Ministry."
