    "content": "Mr. Temporary Speaker, Sir, thank you very much for this opportunity. First of all, I take this early opportunity to thank Sen. (Dr.) Khalwale for the kind words that he said in reference to myself. I feel very humbled. This Motion is about devolution and how to strengthen it in order to meet the hopes and aspirations of Kenyans wherever they live. One of the major functions of Senators is to oversight the work of the county governments; to oversight their programmes, activities and projects so that we can ensure the resources allocated are properly and effectively utilized to meet the objectives of devolution mainly to improve the welfare of our people. We are all aware of what has been going on in the counties. We see high level of corruption, misallocation of resources and empty promises which have been given in the last three or four years. In summary, we all know that there is nothing to show on the ground in the last four years. This is largely so because we have not been able to undertake that aspect of our role; namely, oversight.
